Traffic is extremely heavy and slow moving on State Highway One moving south between Levin to Wellington.
Police said it was particularly backed up around the Otaki and Forrest Lakes area.
Motorists have been advised to drive to the conditions, have patience and consider pulling over for a break until the queues cleared.
