There are concerns Te Whatu Ora has ignored Asian health needs in a report about sector transformation.
At the last census Asians were 16 percent of the population, and this is forecast to reach 26 percent in two decades.
The growing ethnic group was hardly mentioned in Te Whatu Ora's Te Pae Tata plan, which came out in late October.
