A man whose unvaccinated American brother is planning to come to New Zealand with an illegally obtained vaccine certificate is worried there's no way to prove the document was obtained under false pretences.
The man told reporter Naomi Arnold his family are unimmunised rural US libertarians and would shun him forever if he snitched to the government.
