Pacific climate campaigners are condemning the latest draft of the COP28 agreement as a "meaningless wish list of optional actions" and say it's a death warrant if they sign it.
The draft text does not mention a phase out of fossil fuels.
Instead, it lists eight options that countries "could" use to cut emissions, including: "reducing both consumption and production of fossil fuels, in a just, orderly and equitable manner so as to achieve net zero by, before, or around 2050".
