A model of a hydrogen energy converter sparked a bomb disposal squad callout at Parliament on Thursday.
Inspector Scott Miller says an x-ray machine picked up wires and coils in a package, prompting mail room staff to treat it with suspicion.
Mr Miller says officers have now located the person who sent the package.
He says the man had wanted to show MPs his invention, which is believed to convert water to energy.
