Justice Minister Simon Power says he's prepared to consider raising the age at which people can buy liquor from an off-licence supplier.
The Law Commission last week issued a review of the Liquor Act, which is now open for public submissions.
Mr Power says the Government is going to undertake a reform of liquor laws as a single package.
He says making 20 the minimum age required to purchase alcohol from a supermarket or off-licence premises has its own set of complications.
Mr Power says he's also open to consider giving councils the ability to impose a cut-off time for bars to allow new patrons to enter the premises.
