Christchurch City Council has confirmed the terms of reference for an $80,000 audit of its communication practices.
The audit was announced in January following criticism of the council's openness with the public.
Communications committee chair Yani Johanson says the audit will try to determine why people do not feel informed about council decisions.
He says it is really about understanding whether the cause of the discontent is with communications or with the actions of the council.
Cr Johanson says the audit will look at ways to improve the relationship with the media and communication between senior managers and elected members.
