A person is thought to have been dragged alongside a car during an altercation in the Lower Hutt suburb of Petone early on Saturday morning.
Police say residents called them to the scene on the corner of Richmond Street and The Esplanade at 3.45am after they heard a loud bang followed by arguing.
Police say it appears one vehicle rammed another.
Several vehicles have been impounded and police are interviewing a number of people.
Wellington Free Ambulance treated three people at the scene.
