Three dogs that fatally mauled an Auckland woman were impounded four times before her death.
Chloe Mathewson was attacked by large dogs in the suburb of Redvale on the North Shore on 29 March.
The Auckland Council says the animals were first seized in November last year after one injured a neighbour's cow.
The council's licensing and compliance manager, Graham Bodman, says records at that time showed that two of the three dogs had been impounded twice again last year for wandering.
Mr Bodman says all three were also seized in December, again for wandering.
He says they had no adverse history at the time and there was no reason to class them as dangerous.
The dogs were destroyed after Ms Mathewson's death.
