A bill tabled in Samoa's Parliament this week would allow foreigners jailed in Samoa to serve their sentences in their own countries while Samoans jailed in other countries would be able to complete their sentences in Samoa.
The International Transfer of Prisoners Bill 2009 would allow a prisoner in Samoa to apply to the Attorney General's office to be transferred to his or her homeland.
The measure states that the intended recipient country must approve for such a transfer to take place, while the Samoa Cabinet must approve the return of any Samoan prisoners to Samoa.
