Vanuatu's minister of Home Affairs, George Wells, has suspended the Luganville municipal council for alleged maladministration.
Mr Wells says the council has been operating on a deficit budget since 2004 and suspension would allow it to recover from its financial troubles.
An official investigation has shown that the 13-member council prolonged council meetings in order to increase their allowances.
The minister called such behaviour stealing from the nation.
