In March the Supreme Court asked the Government to reconsider its original offers to those with no insurance or no house on their land.

They were originally offered 50 percent of the land's value but the Government is now offering 100 percent of its value for vacant land and 80 percent for the uninsured.

Christchurch mayor Lianne Dalziel said that was not fair.

She cited the example of an 80-year-old woman who was paying for contents insurance and simply did not realise she needed another policy for her home.

Lianne Dalziel said receiving 80 percent of the land's value on a $300,000 property would see the owner walk away with just $70,000.
