The container ship hit Astrolabe Reef off the coast of Tauranga in 2011 spilling tonnes of oil and cargo into the sea.

Iwi, central and local government representatives and other stakeholders are being briefed on the commission's findings this morning before the report's official release at 5pm.

An interim report by the commission found the Rena did not follow its passage plan and took a series of shortcuts before hitting the reef.

The final report is expected to contain some analysis of these facts and some findings or recommendations.
