No one was hurt in the accident in January last year near Kaikōura, but it prompted a warning to truckers that the way the boxes were held to some trailers was not good enough.

It also led to work done on scores of trucks to add more restraints in addition to the series of welds that snapped.

The agency Waka Kotahi said it "believes the immediate risk to public safety has been sufficiently addressed".

However, "the investigation did not end at this point and has been ongoing".

"We have a responsibility in instances such as this to ensure the wider context has been thoroughly assessed to confirm no further action is required."

It had found and addressed manufacturing and design faults with the way boxes - that weigh up to 15 tonnes when full - were secured on some trailers.

No one else had reported any similar accidents to it, NZTA said.
