An independent report has recommended retaining air traffic control at Hawke's Bay airport.

Covid-19 caused passenger numbers at the airport to drop close to zero.
Last May, Airways New Zealand announced it would cease operations at several regional traffic control towers - including Hawke's Bay.
Two months later it said it was reconsidering this plan.
Airways and the airport say they will now begin talks on an agreement.
Airport chief executive Stuart Ainslie said the study took into account detailed projections about passenger numbers and aircraft movements, and considered feedback from its stakeholders.
"We are delighted that we will continue to see local air traffic control services for our aviation stakeholders and passengers travelling in and out of the region."
Airways chief executive Graeme Sumner said the airport was key to keeping the local economy thriving.
The study will not need Civil Aviation Authority to review it.
