New Zealand First leader Winston Peters says his party would not agree to the amalgamation of Auckland City councils, without local people voting for it.
A Royal Commission is considering whether to recommend that some or all of the seven Auckland City and district councils should be merged.
At a public meeting on Auckland's North Shore on Friday, Winston Peters said the merging of councils should be put to a public vote.
Mr Peters said unless citizens agree with such a move he would not go along with it.
