Samoa to amend Village Fono Act

The Samoan government is proposing a change to village by-laws to help curb rising levels of domestic violence and drug and alcohol abuse in village communities.

Prime Minister Tuilaepa Sailele Malielegaoi says he also wants the amendments to ensure that village matais do not breach the human rights of village locals.

The Minister of Women, Community and Social Development, Tolofua Ivalelei Leiataua says the proposed changes would require Village Fono Councils to produce an exhaustive list of village by laws and corresponding penalties to avoid controversial rulings.

"So this bill will require the Village Fono Council to lay down a foundation in as far as upholding the law and maintaining peace and tranquility in the village. And to be in line with the constitution of Samoa."
