The 192 metre high tower block, if approved, would be New Zealand's second highest building.

The Sky Tower is the tallest.

The tower block, to be known as Customs Residential, would be built in Customs Street, facing the Britomart Centre.

The building would have some office, retail, hospitality and car park space but would be largely devoted to apartments.

There would be 221 apartments, all of which would have harbour views.

The proposal has been submitted by the development company, Shundi Customs, which has just two directors, Huojun Shao and Lijuan Zhu, who live in Auckland.

The Auckland Council expects submissions would be heard by an independent planning commissioner.
