The Canterbury earthquakes of 2010 and 2011 caused almost 100 hectares of predominately residential land in Kaiapoi, Kairaki and Pines Beach to be red-zoned.

The draft plan released by the council proposes turning the land into recreation areas, sports fields and business parks.

Two areas were identified for possible residential developments, but geotechnical assessments indicated it would be uneconomical.

Waimakariri District mayor David Ayers said the plan was exciting for the community as it showed a future starting to take shape.

The public are able to provide feedback to the council, who will then present a draft recovery plan to the Earthquake Recovery Minister in June.
