Mayor Len Brown described it as a game changer.

Mr Brown said before the project could start the council had to prepare a report about the proposed commercial arrangements and recommendations on how to proceed.

He said there was a 15 working day appeal period.

The project's independent planning commissioners said the SkyPath was a critical transport link, and will help promote active lifestyles.

They said the problems raised by residents at either end of the bridge - such as parking and traffic - could be alleviated.
