National is steady on 37 percent, with Labour up on point on 34 percent in the latest 1News Kantar Public poll.
But Christopher Luxon's popularity as the potential next prime minister has dipped, down to 21 percent compared to Jacinda Ardern's steady 30 percent.
The TVNZ-commissioned poll had the Greens steady on 9 percent, ACT down two points on 9 percent, NZ First on 3 percent and Te Pāti Māori steady on 2 percent.
The numbers would give National 49 seats and ACT 12, enough to form a government. Te Pāti Māori would get two seats, the Greens 12 and Labour 45 - not enough to create a government.
Preferred prime minister stakes had ACT leader David Seymour on 4 percent and Winston Peters on 2 percent.
The poll was conducted between September 17-21 and 1001 voters were contacted via mobile phone and online, with a maximum sampling error at approximately ±3.1 percent -points at the 95 percent confidence level.
1News said the data was weighted to align with Stats NZ population counts for age, gender, region, education level and ethnic identification.
In addition, "the sample for mobile phones is selected by random dialling using probability sampling, and the online sample is collected using an online panel", 1News said.
