All 10 personnel at the Council for International Development have lost their jobs following a Government overhaul of the way aid agencies are funded.
The organisation, which represents 104 aid agencies, had a budget of more than $1 million.
It hopes its members might keep it afloat and fund a director.
A spokesperson for the Minister of Foreign Affairs says more money is going to non-governmental organisations to help fund projects in the poorest parts of the Pacific, but not for bureaucracy.
