Of the hundreds of people who visited the same places on the weekend as the Sydney man with Covid-19, only about 430 used the NZ Covid tracer app to scan in, according to the Ministry of Health.

Up to 2500 people were estimated to have been at Te Papa, and hundreds more in total at the two bars, two restaurants, three cafes and several shops listed as places of interest.

Capital and Coast has 11 community testing sites operating today - the fifth day for those exposed on Sunday - with wait times of more than half an hour reported.

Director-General of Health Ashley Bloomfield told Morning Report that officials have been asked to prepare advice for Cabinet on mask wearing under level 2 and QR scanning.

Masks are compulsory on public transport, domestic flights and in taxis under levels 1 and 2, and are encouraged but not required elsewhere in public.
