Taylor has served more than 12 years of a 17.5-year sentence for convictions relating to fraud, burglary, aggravated robbery and firearms offences.

The Parole Board said further psychological assessments were needed before it could be satisfied he would not pose a risk to the community.

The board has declined Taylor's parole several times for not completing a rehabilitation programme it said was essential for his safe release.

Taylor's parole will be reconsidered if he finishes the programmme. If he does not, he will reappear before the board in March.
