The Earthquake Commission is struggling to pay for Canterbury's earthquakes.
People are also struggling to buying insurance, with the private insurance industry charging more and changing what it covers.
Eric Frykberg asks whether the Earthquake Commission should be having such a difficult time after having had 65 years to get ready for a major earthquake.
