One of the chief criticisms of the early childhood education funding system is that despite record levels of government spending, some families are still not getting involved.

Those families are often the ones whose children most need the educational and behavioural benefits of good pre-school education.

Radio New Zealand's Education Correspondent, John Gerritsen, looks at what the government is doing to reach those people.
