The Hong Kong-based company is building the Imperial Pacific Resort in Saipan's tourist district of Garapan.

Construction firm GPPC said its contract with Imperial amounted to $US260,000 and that more than half of the money is still owed after it finished the work earlier this year.

It said it needs the balance of the contract to pay its employees.

Imperial Pacific said it is working on a settlement with GPPC and other vendors.
