The US Department of Labor determined that the companies paid their workforce less than the minimum wage and not enough overtime.

Four China-based construction contractors, MCC International Saipan Ltd. Co., Beilida New Materials System Engineering Co. Ltd., Gold Mantis Construction Decoration and Sino Great Wall International Engineering Co. LLC, have agreed reimburse more than 2400 employees.

Hong Kong-based Imperial Pacific International, which owns the unfinished resort, says it is pleased the workers' claims have been resolved.
