The French Polynesian government says it will take about two months for it to table a plan to the territorial assembly on how the land court is expected to function.
The court is due to be set up by the end of the year as the territory faces a backlog of hundreds of civil cases.
Some of the procedures have been determined and assessors will be paid by the French state.
An issue that has arisen is the apparent insistence by the French Polynesia's government that all the cases be dealt with in Tahiti.
According to Tahiti-infos, this goes against a French Senate delegation's proposal to hold preliminary hearings across the territory.
