The Cook Islands Prime Minister, Henry Puna, says he has found little interest from New Zealand Cook Islanders wanting to return home.
The Cooks have long been encouraging people to return to boost falling population numbers and there are hopes changes to superannuation qualification rules will help.
Mr Puna toured New Zealand last month, meeting with Cook Islanders throughout the country.
From those he met he says he didn't find significant interest in returning home but says there was a desire to stay connected with the Cooks.
Mr Puna says Cook Islanders in Auckland, Wellington and Christchurch made a "strong request" that more effort be made to keep them informed because they want to feel involved and connected.
