The United States has criticised prison conditions in Samoa.
In the State Department's 2008 report on human rights, it says prison conditions are poor, especially for male inmates.
It says some prison facilities are nearly a century old and only basic provisions are made for food, water, and sanitation.
The report says the cells, which hold up to 15 inmates, mostly have gravel floors, no toilets, poor ventilation, and almost no lighting.
It is also critical of some juveniles being treated as adults.
The report also raised concerns about the level of physical abuse of women in the home, saying such abuse is common.
