Fiji's Citizen's Constitutional Forum says yesterday's Pacific Islands Forum foreign ministers' meeting focussed too heavily on the date of next year's election and not enough on the need for constitutional reform.
The head of the CCF, the Reverend Akuila Yabaki, says the current race-based electoral system has failed to deliver social cohesion and paralysed attempts to resolve problems facing the country.
The Reverend Yabaki says the charter process launched by the interim government provides a framework for cross party dialogue which could lead to a more durable multi-party government.
