New Caledonia's Human Rights League is organising a forum this weekend to discuss the social inequality affecting the territory.
The League's president, Elie Poigoune, says the gap is widening between the well to do and people out of work living in precarious conditions.
Mr Poigoune says in the Noumea area alone, about 8,000 people live in poor circumstances without running water or electricity.
He says unemployment among young people is high and with many immigrants arriving in the territory there is little opportunity for them to find work.
Mr Poigoune says linked to this are education and health problems.
He says the Human Rights League is concerned at the unequal access to services and wants the matter discussed.
