The government's making city shop owners happy with its decisive move-on orders for homeless people, but there are doubts they'll achieve anything.

Tauranga retailers say more homeless has meant more aggressiveness and damage, with staff at one store facing daily urine clean-ups.

"[It] shift the mentality from homelessness being an individual problem caused by individuals to actually an understanding that homelessness is a collective responsibility," Hendry says.
