The Australian government says its carbon tax plan will go to a vote in the House of Representatives in a month's time.
The government wants a carbon tax on big polluters up and running by mid-2012, with a starting price of $A23 a tonne.
It will transition into an emissions trading scheme with a floating price three years later.
Opposition leader Tony Abbott says the process is a travesty of democracy and Parliament needs more time for the debate.
But Climate Change Minister Greg Combet says the timetable is reasonable and MPs have had a chance to speak on the bills.
He says the government has received 300 submissions on the draft legislation.
