Sanctions sought against Ivory Coast ruler

France and Nigeria have presented a draft resolution to the United Nations Security Council calling for sanctions against Laurent Gbagbo, who still refuses to relinquish the presidency in Ivory Coast.

The resolution also bans the use of heavy weapons around the city of Abidjan.

But it stops short of authorising the use of force by a UN peacekeeping mission.

France's ambassador to the United Nations says UN personnel don't have the necessary means to engage in fighting.

Mr Gbagbo does not recognise the result of an election in November, which the UN says was won by Alassane Ouattara.
