The United Nations committee says there is embedded discrimination in Australia.
The UN Committee on the Elimination of Racial Discrimination says prejudice against Aborigines exists despite political pledges.
It criticises what it calls an unacceptably high level of disadvantage and social dislocation for Aborigines in the Northern Territory.
The ABC reports the committee also raised concerns about the handling of refugees and asylum seekers, as well as anti-terrorism measures; discrimination against newer, mainly Muslim, ethnic communities; and assaults on foreign students.
It also voiced concerns that the policy of processing refugees outside Australia meant people seeking shelter in Australia were not being treated properly.
