The five permanent members of the United Nations Security Council have reached an agreement on a draft resolution to eliminate Syria's chemical weapons.
The text will be introduced to the full Security Council, which is meeting in a closed session at New York.
The British ambassador to the UN describes the agreement as binding and enforceable.
Russian foreign minister Sergei Lavrov has confirmed the United States and Russia have reached an agreement, the BBC reports.
Mr Lavrov says it does not involve immediate enforcement under Chapter Seven of the UN Charter, which allows the use of military force.
The Security Council will not immediately vote on the draft resolution.
It would take a second resolution to trigger military action if Syria failed to comply.
