US Secretary of State John Kerry has pledged $US450 million to support Egypt's faltering economy, but warned Cairo that "more hard work" is needed.
He urged President Mohammed Mursi to ensure that elections in April are free, fair and transparent.
The BBC reports the elections are being boycotted by the main opposition group, amid continuing mass protests.
Mr Kerry earlier urged the Egyptian government to reach a deal on an IMF loan worth $US4.8 billion.
The government agreed to the loan in principle last November, but it was later put on hold amid continuing street protests.
