The Government says that changes it's made to home loans won't solve every problem Maori face in trying to build on ancestral land.
Policies governing the Kainga Whenua Loan and Kainga Whenua Infrastructure Grants have been tweaked.
Among some of the alterations to the rules, homes can now be constructed on concrete slabs, instead of the expensive method of building on wooden piles.
The loans and grants can also be sought to build on land that hapu and iwi receive from their Treaty settlements.
Associate Minister for Housing Tariana Turia says she's not sure how many people will benefit from the changes.
She says there are still difficulties, such as ensuring multiple owners of the land agree on house building plans, an issue that can cause tensions.
But Ms Turia says trusts that govern land will benefit from the changes.
