Football New Zealand was keen to have the All Whites play a match in New Zealand after their unbeaten run at the World Cup in an effort to maintain the profile of the game.
The Paraguay match hinges on them playing in Australia before they come here.
Chief executive Michael Glading says they're confident the matter will be resolved by the end of the week.
Glading says the decision then will be to decide just where the match is played.
New Zealand drew nil-all with Paraguay in their last pool match in South Africa, a result that eliminated the World Cup holders Italy after they lost to Slovakia.
