It is their worst result so far this season.
New Zealand lost to the United States 17-0 in the quarter-finals and then lost to England 21-17 in the play-off for fifth.
The All Blacks Sevens had plenty of possession in both games but were unable to crack the defence of their opposition.
Fiji will play Kenya in the Cup final.
