Fox carded a one under par 71 for the day to go nine under overall, two shots off the pace with one round to play.
Australian Geoff Ogilvy recorded a stunning eight under par 64 to leap-frog into the outright lead at 11 under par.
Alongside Fox in second place is Australian Aaron Baddeley and American Jordan Speith.
