Tomasi Cama and DJ Forbes scored for New Zealand, who started with a 31-12 win over France then thrashed Guyana 49-nil but st\ruggled to subdue the Australians.
New Zealand will play South Africa in the quarter-finals
The first day finished with a 12-all draw between England and Argentina.
England still top their pool though and will play Kenya while Fiji will play Australia and Samoa will play Wales.
