Togo will be suspended from the next two African Nations Cup football tournaments following their withdrawal from this year's competition after an attack on the Togo team bus killed three people.
The decision came because Togo's government were deemed to have pulled the national side out.
Togo will fight the suspension.
Holders Egypt meet Ghana in Monday's final in Luanda.
