The flamboyant New Zealander Billy Bowden has returned to the top ranks of cricket umpiring.

The International Cricket Council has announced its elite panel for the 2014-2015 year, which starts in July, with Bowden the only change in the panel from last year.

He replaces compatriot Tony Hill, who stepped down from the elite panel earlier this year to take up the role of New Zealand Cricket's umpire coach.

Bowden previously served on the elite panel from 2003-2013 and has officiated in 76 Tests, 189 one day internationals and 21 Twenty20 internationals.

The panel includes Aleem Dar, Billy Bowden, Kumar Dharmasena, Steve Davis, Marais Erasmus, Ian Gould, Richard Illingworth, Richard Kettleborough, Nigel Llong, Bruce Oxenford, Paul Reiffel and Rod Tucker.
