The programme will be overseen by a committee of four international experts who specialise in biological science.
It will focus on on the detection of PSA and its biology, management techniques in orchards and the treatment and reduction of the disease.
There are 229 orchards in New Zealand confirmed as having PSA, with nearly half those confirmed as having the more virulent strain known as PSA-V.
