Waikato District Council says it is not prepared to consider having two different livestock movement bylaws within its boundaries.
The council is currently reviewing its bylaw and proposes to include the former Franklin area, which became part of the Waikato district last year when the Auckland Council was formed.
But Franklin farmers say the Waikato bylaw requires a permit to move stock and they have one that works just fine.
However, the council says a district-wide bylaw will ensure consistency in regulating stock droving and crossing activities.
Roading manager Ian Gooden says it's administratively difficult to operate two different bylaws.
"Waikato has worked extremely well," he says, "and we're trying to take the best part of that."
Two public meetings were held with farmers last week and Mr Gooden says most had questions over the cost of having to obtain a permit under the proposed bylaw.
Submissions on the Waikato District Council bylaw close on 8 April.
