Trade Minister Tim Groser says the restoration of the trading relationship with the country's main dairy market, China, is moving in the right direction.
Ministry for Primary Industry and Ministry of Foreign Affairs and Trade officials are meeting Chinese regulators in Beijing this week.
Meanwhile, the ban on the sale of Fonterra products in Russia following the botulism trade fiasco has been lifted and some of its dairy goods are again being allowed into the country.
The Ministry for Primary Industries (MPI) says it understands the Russian Consumer Protection Authority has lifted the temporary restrictions on the sale of Fonterra products.
It says this is good news, as it recognises MPI testing has cleared Fonterra's product of being contaminated with bacteria which can cause botulism.
However, the ministry says interim import restrictions remain in place and some, but not all, Fonterra product is being allowed into Russia.
In a statement, MPI said it's continuing to work with its Russian counterparts to try to get a resumption of all Fonterra's trade.
The ministry could not clarify which products are still being stopped.
