A new Rugby World Cup crowd control problem developed in Auckland on Saturday night after patrons overflowed from bars onto busy streets and into traffic.
Regional planning has been under scrutiny following overcrowding problems at the waterfront on the opening night of the tournament on 9 September.
The Queen's Wharf fan zone was trouble free on Saturday night, but Auckland Council chief executive Doug McKay says the party spread elsewhere, including to 14 Irish pubs.
Mr McKay says there were situations where police had to be called to deal with crowds spilling out from pubs, especially in Kingsland.
A meeting will be held early this week to develop a plan to manage overflow crowds.
